My guess is that despite the ruling indicating that there is a stay for at least 14 days, and the NCAA’s statement, the programs will need to consult with the interested parties. That includes some lawyers, the players involved, the coaches, and various contacts.
The risk is obviously that by playing without an explicit waiver, the games and contests could be vacated or something. It would be annoying and receive backlash, but it could happen. There is also the task of readying a player for game action this week while he has been sitting.
That has to be the set of details they are waiting to become “clear”.
